Support Strong Farm Bill Conservation Programs and Policies

The Environmental and Energy Study Institute (EESI) urges representatives to support a strong conservation title in the Agriculture Reform, Food, and Jobs Act of 2013 to improve the sustainability of agricultural and biofuel production.

• The Environmental and Energy Study Institute (EESI) advocates for three specific policy actions within the Agriculture Reform, Food, and Jobs Act of 2013: maintaining strong conservation funding, requiring all federal agricultural subsidy beneficiaries (including those receiving crop insurance) to adhere to conservation goals and best practices, and implementing a national sod-saver program to stop federal incentives that lead to the destruction of wetlands, grasslands, and endangered indigenous prairies.
• EESI supports conservation and energy programs that promote the use of short-rotation biomass crops or native perennial prairie plant mixtures, particularly on floodplains, watershed buffers, and marginal and erodible lands. These crops are described as providing simultaneous benefits: they reduce nutrient loss and soil erosion, improve water quality, increase biodiversity, and absorb carbon dioxide, while providing sustainable feedstock for bio-based products and displacing climate-polluting fossil fuels.
• While noting that national conservation programs have successfully slowed the loss of wetlands, protected wildlife habitats, and significantly reduced soil erosion, EESI states that further efforts are required to keep more carbon in soils and reduce the nutrient pollution of waterways.
