Draft methodological tool: Fraction of non-renewable biomass

Carbon Market Watch (CMW) argues that the draft fNRB methodological tool lacks conservativeness and accuracy because it deviates from the MoFuSS model and Ghilardi & Bailis (2024) data. CMW recommends adopting the full set of MoFuSS-derived default values, including urban-specific data and accounting for fuel imports, to prevent the over-crediting of carbon offsets.

• The draft tool's national default values for fNRB are less conservative than those in the Ghilardi & Bailis (2024) report, which could lead to over-crediting. Specifically, 46 of the 72 national values in the tool (which CMW notes are identical to CDM TOOL33) are higher than the values determined by Ghilardi & Bailis (2024).
• The current draft tool fails to account for the impact of fuel trade on fNRB values. CMW highlights that trade is significant, citing Djibouti as an example where the fNRB value dropped from 61% to 1% when trade was included in the analysis.
• The tool omits urban fNRB values despite their relevance, as commercially harvested urban woodfuels typically cause more degradation than subsistence rural woodfuels due to more intense and spatially focused extraction.
• CMW recommends that the tool be transformed into a dynamic database for default values that is updated regularly in alignment with the MoFuSS (Modeling Fuelwood Sustainability Scenarios) model to ensure the robust quantification of Article 6.4 emission reductions (A6.4ERs).
