Open letter to UN Special Rapporteurs request to carry an on-site visit to assess situation regarding Barro Blanco

An open letter from multiple organisations requesting a UN investigation into the Barro Blanco hydroelectric dam in Panama, citing unnotified reservoir flooding, lack of compensation for displaced families, and the risk of forceful evictions following a Supreme Court ruling.

• Since June 2016, the communities of Kiad, Nuevo Palomar and Quebrada Caña have experienced 'test flooding' of the Barro Blanco dam reservoir without prior notification or consultation, leading to the inundation of houses and forced relocation of families without adequate compensation.
• The stagnant water from the reservoir is negatively impacting the health of local residents as well as their access to food and water resources.
• A Panama Supreme Court ruling on 27 December 2016 upheld a resolution by the National Authority for Public Services (ASEP) designating the project as being of 'national interest' and 'urgent nature', which organisations fear will lead to the forceful eviction of local communities.
