Proactive publication of documents relating to 2020 fishing opportunities by the Council of the EU

ClientEarth has called on France to urge the Council of the EU to publish documents related to the 2020 Total Allowable Catches (TACs) in the Northeast Atlantic. This request follows a European Ombudsman recommendation for greater transparency in the decision-making process for fishing quotas, noting that past processes were neither transparent nor participatory and that documents were systematically classified as LIMITE.

• Past processes for adopting fishing opportunities lacked transparency and participation, as environmental organisations were denied timely access to discussed options and positions because documents were systematically classified as LIMITE.
• ClientEarth specifically requests that France urge the Council to make the "bible" document, containing Member States' positions on the Northeast Atlantic negotiations, publicly available on the documents register under interinstitutional code 2019/0235 (NLE).
