Independent Reasonable Assurance Report to the Executive and Management of Treasury Corporation of NSW (‘TCorp’)

This document is an independent reasonable assurance report issued by Ernst & Young (EY) on 26 October 2018. It evaluates whether the Treasury Corporation of NSW (TCorp) 2018 Green Bond pre-issuance process and its Sustainability Bond Framework align with specific international standards, including the Climate Bond Standard (CBS) v2.1 and the ICMA Sustainability Bond Guidelines.

• Ernst & Young concluded that TCorp's 2018 Green Bond issuance process, including its Sustainability Bond Framework and the nominated projects and assets, complied in all material respects with the reporting, management of proceeds, and project identification requirements of the CBI Climate Bond Standard and the ICMA Sustainability Bond Guidelines as of 26 October 2018.
• The assurance process verified the eligibility of specific nominated projects in Australia. Electric rail assets were confirmed to automatically meet the CBS Low Carbon Transport Criteria, while water assets were found to have sufficient evidence regarding the mitigation component of the Water Infrastructure Criteria and an Adaptation and Resilience plan aligned with CBS requirements.
• The nominated projects for the 2018 Sustainability Bond include the Newcastle Light Rail and Sydney Metro Northwest under the Low Carbon Transport class, and the Quakers Hill and St Mary’s Water Recycling Plants under the Process and Reliability Renewal Water class.
