Green Bond Fact Sheet

This fact sheet describes a EUR 750 million green covered bond issued by Caisse Française de Financement Local (Caffil), a subsidiary of the SFIL Group, on November 13, 2019. The bond is designed to refinance green loans provided to the French local public sector for projects in energy, buildings, transport, water, and waste management.

• Caisse Française de Financement Local (Caffil), a subsidiary of the SFIL Group, issued a green covered bond on November 13, 2019, with a total amount of EUR 750 million (USD 827 million) and a maturity date of November 13, 2029.
• The proceeds of the bond are allocated to finance or refinance projects aimed at environmental protection and social infrastructure in France, specifically across five eligible areas: renewable energy, energy efficiency of construction and urban development, waste management and valuation, sustainable water and sanitation management, and territorial mobility and soft urban transport.
• The SFIL Group operates as a French local government and export financing agency, 100% publicly owned and regulated by the European Central Bank. In partnership with La Banque Postale, the group has provided over EUR 27 billion in loans to the French local public sector since 2013.
• This issuance represents the first green covered bond from France and is only the second green bond issued by a French development bank, following a 2014 issuance by AFD.
• The issuer committed to annual allocation and impact reporting until the proceeds are fully allocated. Allocation reports will detail the amount of proceeds per category, the number of loans, loan lifetimes, and the split between financing and refinancing.
