Green Bond Fact Sheet

The San Rafael Joint Powers Financing Authority issued a USD 45.5 million green bond on March 26, 2018, to fund a new public safety centre and two fire stations, all of which achieved LEED Gold certification.

• On March 26, 2018, the San Rafael Joint Powers Financing Authority issued a US Municipal green bond totaling USD 45.5 million with a maturity date of March 26, 2021.
• The proceeds of the bond are allocated to the construction of two new fire stations and a new public safety centre. All three facilities have earned LEED Gold certification.
• The projects incorporate several sustainable building and site elements, including solar power, natural daylighting and ventilation, insulated low-e glazing, and high recycled content materials. Site-specific features include native vegetation with drip or non-potable irrigation and rain water storage and filtration to minimize run-off.
• The City of San Rafael is responsible for tracking the allocation of proceeds, which will be disclosed annually via the Municipal Securities Rulemaking Board's Electronic Municipal Market Access website.
• The bond received an AA stable credit rating from S&P. While the issuer did not obtain an external review or certification, the Climate Bonds Initiative noted that this was the third California US municipal green bond to enter the market in the current year.
