A statement from a coalition of international, regional, and local NGOs urging the 18th session of the Human Right Council to renew the mandate of the Special Procedure on the adverse effects of the management, movement, dumping and disposal of hazardous substances and wastes on the enjoyment of human rights for another three years.

• Since its creation in 1995, the Special Rapporteur has shown that the mismanagement of toxic products and wastes severely impacts human rights, particularly in countries lacking the resources for adequate handling. The rights most frequently affected include the right to health, the right to an adequate standard of living, and the right to life, often beginning with a violation of the right to access to information. Additionally, victims frequently lack effective remedies.
• The Special Procedure is described as critical for addressing human rights violations related to the increasing volume of waste and the role of chemical products in economic development, specifically regarding e-waste, shipbreaking, and medical wastes.
• While international instruments such as the Rotterdam Convention, the Stockholm Convention, the Basel Convention, and the Strategic Approach to International Chemical Management (SAICM) do not examine human rights effects, the Special Procedure is seen as essential for mainstreaming human rights into these instruments and the institutions that support them, such as the World Health Organization, the International Labor Organization, and the United Nations Environment Programme.
• The coalition encourages the Special Rapporteur to participate in several upcoming events: the 10th Conference of the Parties to the Basel Convention in Cartagena (Colombia) in November 2011, an Open-Ended Working Group meeting in Belgrade in November 2011, and the 3rd International Conference on Chemical Management in Geneva (Switzerland) in July 2012.
