A letter from the U.S. Secretary of State to Senator Bill Frist urging the completion of the legislative process to allow the United States to join the Stockholm Convention on Persistent Organic Pollutants (POPs) and other international chemical agreements.

• The U.S. administration previously proposed legislation in 2002 to enable the United States to join the Stockholm Convention on Persistent Organic Pollutants (POPs), the Protocol to the 1979 Convention on Long Range Transboundary Air Pollution on Persistent Organic Pollutants, and the Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade.
• Because the United States was not a party to the POPs convention during the first Conference of the Parties in Uruguay, it was unable to secure membership on a committee responsible for reviewing and recommending additional chemicals for the POPs list.
• The author warns that failure by Congress to quickly adopt implementing legislation may further limit the U.S. role in POPs meetings and negatively impact U.S. leadership in international chemicals fora.
