AMENDED PETITION OF COMMUNITIES FOR A BETTER ENVIRONMENT, THE BLUEWATER NETWORK OF EARTH ISLAND INSTITUTE, AND THE CENTER FOR INTERNATIONAL ENVIRONMENTAL LAW TO APPEAR JOINTLY AS AMICI CURIAE
