Letter to President Banga

A group of civil society organizations has written to World Bank President Ajay Banga, warning that scaling up lending to address global crises must not come at the expense of human rights, social, and environmental standards. The authors argue that the World Bank Group's current accountability mechanisms are "woefully unequipped" to provide remedy for harms caused by projects. They specifically criticize a March 2023 draft framework on remedial action and responsible exit from the IFC and MIGA for failing to acknowledge human rights obligations or provide a comprehensive plan for delivering remedy. The coalition calls for a framework that includes financial contributions to remedy, prevents premature project exits during accountability processes, and addresses both past and ongoing harms.

• The World Bank Group's existing accountability mechanisms are unable to provide sufficient resolution or remedy for communities harmed by Bank-financed projects, even when the sources of harm have been identified.
• There is a risk that the World Bank's Evolution Roadmap may lead to fast-tracked project approvals and irresponsible investments that ignore human rights and environmental standards in the pursuit of efficiency to address global crises.
• A March 2023 draft framework on remedial action and responsible exit released by the IFC and MIGA is considered inadequate because it does not recognize the institutions' human rights obligations to contribute to remedy nor provide a comprehensive delivery plan.
