CIEL Intervention on Financing Global Chemicals Management SAICM Beyond 2020 meeting

This statement by the Center for International Environmental Law (CIEL), delivered at the SAICM Beyond 2020 meeting in March 2018, argues that the financing for the sound management of chemicals is critically insufficient and disproportionately borne by societies rather than the chemical industry. CIEL calls for a shift away from sole reliance on international donors toward a model that includes industry financial contributions.

• There is a significant disparity between Global Environment Facility (GEF) funding for specific chemical conventions and funding for the broader Strategic Approach to International Chemicals Management (SAICM). Out of 554 million in GEF funding for chemicals, approximately 541 million supports substances under the Montreal Protocol, BRS Conventions, and Minamata Convention, while only 13 million is allocated to SAICM implementation for roughly 99,900 remaining substances.
• CIEL asserts that the costs associated with the use and management of chemicals, including those related to endocrine disrupting chemicals (EDCs) and lead, are primarily borne by societies instead of the economic operators responsible for them.

• CIEL proposes that a small levy on the chemical industry's global annual turnover of 4.1 trillion could drastically increase available funding.
