REGULATORY COOPERATION IN THE AREA OF CHEMICALS

This statement outlines a trilateral framework for regulatory cooperation on chemicals between Canada, Mexico, and the United States. The initiative aims to enhance the safeguarding of health and the environment through the exchange of scientific data, capacity-building, and the alignment of chemical assessment and management programs across North America.

• Canada, Mexico, and the United States seek to advance trilateral regulatory cooperation to improve the effectiveness of health and environmental safeguards and increase cost-effectiveness for governments and businesses without infringing on individual national regulatory authority.
• The cooperation focuses on sharing scientific information and best practices to improve the compatibility and equivalence of domestic measures. Key programs involved include Canada’s Chemical Management Plan, the United States High Production Volume Challenge, and the OECD's Mutual Acceptance of Notifications work program.
• The framework establishes specific targets to be achieved by 2012, including the United States assessing over 9,000 chemicals produced above 25,000 lbs/yr, Canada completing actions on highest priority substances, and Mexico developing an information system for dangerous materials.
• By 2020, the trilateral cooperation aims to ensure that chemical inventories in commerce are established and updated in all three countries, that Mexico has increased its capacity to manage chemicals, and that the region achieves sound chemical management as articulated by the World Summit on Sustainable Development Johannesburg Plan of Implementation.
