Roadmap and Initial Reflections on CHR's Final Report in the Philippines National Inquiry on Climate Change

This briefing by the Center for International Environmental Law provides a roadmap and initial reflections on the May 6, 2022, final report issued by the Philippines Commission on Human Rights (CHR) following a seven-year National Inquiry on Climate Change.

• The Philippines Commission on Human Rights (CHR) conducted a National Inquiry on Climate Change starting in December 2015, initiated by a petition from Greenpeace Southeast Asia and individual petitioners. The inquiry examined how climate change impacts the human rights of the Filipino people and investigated the role of 47 major fossil fuel producing companies, known as the Carbon Majors, in driving the crisis, obstructing action, and contributing to harms.
• The CHR's final report, released on May 6, 2022, concludes that the Carbon Majors and the fossil fuel industry were aware of the climate risks associated with their products for over 50 years, yet spent decades misleading the public, regulators, and investors. The report analyzed this evidence against global human rights standards for business entities and States both within the Philippines and globally.
