Civil society organizations around the world call on the International Commission on Large Dams to incorporate the recommendations of the World Commission on Dams into their new Code of Ethics

A statement from global civil society organizations calling on the International Commission on Large Dams (ICOLD) to adopt the World Commission on Dams (WCD) framework and policy principles within its developing Code of Ethics to prevent social and environmental harm.

• Civil society organizations request that ICOLD's Code of Ethics be used as a "foundation for responsible corporate behaviour" and a means to implement the WCD's recommendation to develop projects in an "open and transparent manner [that is] inclusive of all legitimate actors involved".
• The organizations specify several Policy Principles from the WCD report that should be integrated into the Code of Ethics, including achieving "demonstrable public acceptance" through transparent negotiations, ensuring "free, prior and informed consent" for indigenous groups, and conducting participatory assessments of needs and options before selecting development plans.
• The requested framework emphasizes that social, environmental, technical, and economic factors should be given "equal weight" during the assessment process and that rights holders and risk bearers should be able to "negotiate mutually agreed, formal and legally enforceable mitigation, resettlement and development entitlements".
• The statement highlights a need for post-project monitoring and the modernization of existing facilities to address "outstanding social issues" and "environmental mitigation and reparation claims linked to existing dams".
