• Civil society organizations are calling on the International Commission on Large Dams (ICOLD) to integrate the recommendations of the World Commission on Dams (WCD) into a new Code of Ethics to ensure responsible corporate behavior and transparent project development.
• The organizations specifically request that ICOLD adopt several Policy Principles from Chapter 8 of the WCD report, including achieving public acceptance through transparent negotiations, obtaining free, prior and informed consent from indigenous groups, and conducting comprehensive assessments of needs and options before selecting development plans.
• Additional requested Policy Principles for the Code of Ethics include giving equal weight to social, environmental, technical, and economic factors in assessments, establishing post-project monitoring and evaluation in licensing agreements, and addressing outstanding social and environmental claims for existing dams.
• The statement highlights that ICOLD has lagged behind other industry sectors in adopting a Code of Ethics, despite a 2000 acknowledgment by then Vice President Geoff Sims that the WCD report represents the closest thing to global guidelines for large dam projects.
