This document is an addendum to an Integrated Environmental Authorisation (IEA) issued by the South African Department of Mineral Resources to Mineral Sands Resources (Pty) Ltd. It implements amendments to the original IEA following an appeal decision by the Minister of Forestry, Fisheries and the Environment.

• The Minister of Forestry, Fisheries and the Environment issued an appeal decision on 8 March 2020 that varied the Integrated Environmental Authorisation (IEA) originally granted to Mineral Sands Resources (Pty) Ltd on 7 June 2019. The Minister dismissed appeals from the Centre for Environmental Rights (CER), the North Western Cape Mining Forum (NWCMF), and Merie Sowman, while upholding the appeal by Raakvat Boerdery (Edms) Bpk, except for the ground regarding map accuracy.
• The IEA addendum introduces a new site-specific condition (3) requiring a 40m buffer zone to be demarcated from the cliff edge and the mining area. This zone is designated as a 'no-go area' for the duration of mining activities, and all mining work, including driving, is strictly prohibited within this area.
• A new site-specific condition (7) is added, stating that mining operations must not obstruct road access to beaches and that the applicant is required to provide reasonable public access in a practical manner.
• The authorisation covers the mining of heavy minerals, specifically ilmenite, leucoxene, rutile, zircon, monazite, garnet, and staurolite, across various locations including the farm Geelwal Karoo 262, 10 beaches adjacent to the farm Klipvley Karoo 153, and several other farms including Perseel Weskus and Graauwduinen in the Vanrhynsdorp Magisterial District of the Western Cape Region.
