This document is a Record of Recommendation (ROR) from the Mine Environmental Management sub-directorate to the Regional Manager of Mineral Regulation in the Western Cape Region. It recommends granting an Integrated Environmental Authorisation (IEA) to Mineral Sands Resources (Pty) Ltd for the mining of heavy minerals across several farms and beaches in the Vanrhynsdorp Magisterial District.

• The proposed mining operations include inland mining and processing on a 75ha area of Farm Geelwal Karoo 262, mining on 43.7ha across ten beaches north of the existing mine, and a 64ha infrastructure plant expansion area for processing plants, industrial yards, and stockpiles.
• Public and state stakeholders raised several environmental concerns, including the potential for beach, cliff, and dune erosion, impacts on marine life, and the proximity of the mine to the Olifants River Estuary, which is noted as one of only two open mouth systems on the West Coast of South Africa.
• To address environmental and heritage concerns, the applicant conducted various specialist studies, including assessments on terrestrial, marine, and freshwater ecology, air quality, groundwater, soil, traffic, and geotechnics, as well as an Archaeology and Palaeontology Impact Assessment.
• The applicant provided a financial guarantee of R75,200,000.00 on 20 May 2019 for the management of environmental impacts, satisfying the requirements of Section 24P of the National Environmental Management Act, 1998.
