The South African Department of Environmental Affairs granted Tutuka Power Station phased postponements for compliance with minimum emission standards for particulate matter, sulphur dioxide, and nitrogen oxides, while requiring an offset programme to reduce PM pollution by March 2016.

• The National Air Quality Officer granted a phased postponement for particulate matter (PM) emission standards at Tutuka Power Station based on the facility's refurbishment schedule. The limits are set at 350mg/Nm3 from 1 April 2015 to 31 December 2018, 200mg/Nm3 from 1 January 2019 to 31 December 2019, and 100mg/Nm3 from 1 January 2020.
• Postponement of compliance with minimum emission standards for new plant was granted for sulphur dioxide (SO2) and nitrogen oxides (NOx). For SO2, the postponement is from 1 April 2020 to 31 March 2025 with a limit of 3400mg/Nm3, attributed to the sulphur content of the fuel. For NOx, the postponement is from 1 April 2015 to 31 March 2020 with a limit of 1200mg/Nm3.
• As a condition of the decision, Eskom is required to implement an offset programme to reduce particulate matter (PM) pollution in the ambient or receiving environment, with a definite implementation plan due by 31 March 2016.
