This document is a formal response from the South African Department of Mineral Resources and Energy to a request for access to information submitted by the Centre for Environmental Rights under the Promotion of Access to Information Act 2 of 2000. The response addresses requests for the Plexos modelling data, technology costs, and scenario outputs used to develop the Integrated Resource Plan for Electricity of 17 October 2019 (IRP 2019).

• The Department of Mineral Resources and Energy provided specific data annexures in response to requests for IRP 2019 modelling, including technology costs (Annexure A), annual greenhouse gas emissions and water use data for each scenario (Annexure B), and modelling outputs for scenarios both with and without annual constraints on renewable capacity (Annexure C).
• Externality costs used in the IRP 2019, specifically those referenced in Table 2 on page 32, were sourced from the Department's Integrated Energy Plan (IEP) process.
• Regarding the 2012 Ministerial Determination for 2500MW of new coal capacity under the 2010 IRP, the Department stated that no review occurred outside of the IRP update process because unimplemented determinations were "overtaken by events" and those aligned with IRP 2019 have been issued by the Minister for NERSA's concurrence.
• The Department directed the requester to the publicly available IRP 2019 and Draft IRP 2018 for information regarding the price path analysis, incremental cost outputs, the rationale for renewable build limits to maintain investor confidence, and the calculation of annual build limits (1000 MW for PV and 1600 MW for wind).
