JOINT LETTER REGARDING THE ENERGY INDABA ON 5-6 DECEMBER 2017

A joint letter from 23 environmental and social organisations to the South African Minister of Energy expressing serious objections to the process surrounding the draft Integrated Energy Plan (IEP) and the draft update to the Integrated Resource Plan (IRP) for Electricity, specifically regarding a planned 'energy indaba' in December 2017.

• The Centre for Environmental Rights (CER), on behalf of groundWork, alleges that the Department of Energy has ignored or inadequately responded to a Promotion of Access to Information Act (PAIA) request submitted on 31 July 2017. The request sought technical reports and data underpinning the IRP process, including tariff implications and energy modelling inputs.
• The signatories demand access to specific detailed data and modelling inputs to allow for expert analysis, including Excel sheets for overnight costs, CAPEX, fuel costs, CO2 emission factors, and water usage for all technologies. They also request the 15 scenarios presented by the IRP team, including the Reference Case, Optimum Plan, Low Growth Scenario, Carbon Budget Plan, and Forced Nuclear scenario.
• The organisations assert that without access to the requested technical documents and a reasonable timeframe to analyze them with expert assistance, stakeholders cannot provide meaningful input on the draft IEP and IRP Update.
