The GPEMF Standard (GNR 164, 2018) allows certain listed activities in Gauteng's Zone 1 (Urban Development) and Zone 5 (Industrial and Commercial Focus) to proceed without a full environmental authorisation, provided the proponent registers the development, complies with specific environmental management specifications, and ensures the project remains entirely within the designated zones.

• The GPEMF Standard excludes certain activities from the requirement to obtain an environmental authorisation if they are undertaken within Zone 1 (Urban Development Zone) or Zone 5 (Industrial and Commercial Focus Zone) of the Gauteng Province.
• The Standard does not apply if any part of the activity's footprint extends outside the boundaries of Zone 1 or Zone 5, if the activity relates to the prospecting or exploration of mineral or petroleum resources, or if the development requires environmental authorisation for any activity not excluded by the Standard.
• Proponents must follow a specific registration process to utilize the exclusions, which includes submitting a Registration Form and a report from a web-based screening tool to the competent authority. Once a registration number is issued, the proponent may commence the excluded activity within 10 years, provided they notify the authority 14 days before starting.
• Compliance with the Standard requires proponents to adhere to environmental management specifications detailed in Appendix 2 and grant the competent authority access to the facility for monitoring purposes without prior notification.
• The Standard lists specific excluded activities from Listing Notice 1 and Listing Notice 2 of the Environmental Impact Assessment Regulations. For example, in Zone 1, Listing Notice 1 activities such as Activity 6, 9, 11, 13, 27, 28(i), 44, 45, 47, 50, 56, 63, 64, and 66 are excluded, while Activity 10, 46, and 57 are only permissible for specific sewage-related developments.
