ELECTRICITY REGULATIONS FOR COMPULSORY NORMS AND STANDARDS FOR RETICULATION SERVICES

The Electricity Regulations for Compulsory Norms and Standards for Reticulation Services, promulgated under the Electricity Regulation Act 4 of 2006, establish mandatory energy efficiency and load management standards for electricity reticulation in South Africa to maintain supply quality and prevent blackouts.

• To maintain supply quality and network stability, specific energy efficiency standards for lighting must be implemented by 01 January 2010. These include the use of energy efficient fittings in all buildings (unless a specific purpose precludes it), energy efficient street and highway lighting that is switched off during the day, and street lights equipped with systems for remote power reduction during capacity constraints.
• By 01 January 2012, licensees are required to install remote control facilities for electricity supply to electric geysers (that lack solar heating) in existing buildings, as well as for heating, ventilation, and cooling systems and swimming pool drives and heating systems in existing buildings.
• Customers or end users with a monthly electricity consumption of 1000kWh or more are required to have a smart system and be on a time of use tariff by 01 January 2012.
• The System Operator and licensees may only reduce electricity supply during network or capacity constraints. For planned interruptions, licensees must follow NRS 048 provisions and notify affected customers at least one day in advance.
