INTEGRATED RESOURCE PLAN 2019 AND THE MINISTERIAL DETERMINATION ON THE PROCUREMENT OF NEW GENERATION CAPACITY FROM RENEWABLES, STORAGE, GAS AND COAL

The Centre for Environmental Rights (CER), representing groundWork, Vukani Environmental Justice Movement in Action, and the African Climate Alliance, has written to the Minister of Mineral Resources and Energy and the National Energy Regulator SA (NERSA). The letter objects to the inclusion of new fossil fuel generation capacity in the Integrated Resource Plan (IRP) 2019 and a September 2020 ministerial determination, specifically opposing 1500 MW of new coal capacity. The CER requests clarity on whether the IRP 2019 will be updated by the end of 2021, citing a June 2021 announcement by President Ramaphosa regarding the Electricity Regulation Act that could unlock over 5000 MW of embedded generation capacity not currently accounted for in the plan.

• The Centre for Environmental Rights and its clients—groundWork, Vukani Environmental Justice Movement in Action, and the African Climate Alliance—strongly object to the inclusion of any new fossil fuel generation capacity in the Integrated Resource Plan for Electricity, 2019 (IRP) and the ministerial determination published on 25 September 2020, specifically requesting the removal of provision for 1500 MW of new coal capacity.
• The CER argues that an update to the IRP 2019 is warranted because a June 10, 2021, announcement by President Ramaphosa regarding amendments to Schedule 2 of the Electricity Regulation Act, 2006, to allow projects up to 100 MW to generate electricity without a NERSA licence could unlock more than 5000 MW of embedded generation capacity not currently in the IRP 2019.
• The CER has formally requested the Minister of Mineral Resources and Energy to confirm if the Department will begin updating the IRP in consultation with NERSA before the end of 2021, and whether there is any intention to revoke or amend the section 34 determination from 25 September 2020 regarding 1500 MW of new coal-fired power.
