REQUEST FOR ACCESS TO IRP SUPPORTING RECORDS IN TERMS OF SECTION 25 OF THE PROMOTION OF ACCESS TO INFORMATION ACT, 2000 (PAIA)

The Centre for Environmental Rights (CER) sent a letter to the Department of Mineral Resources and Energy (DMRE) on 2 September 2020, disputing the adequacy of the DMRE's response to a Promotion of Access to Information Act (PAIA) request. The CER asserts that the DMRE failed to provide critical supporting records, modelling data, and cost assumptions used to develop the Integrated Resource Plan for Electricity 2019 (IRP 2019).

• The Centre for Environmental Rights (CER) claims that the Department of Mineral Resources and Energy (DMRE) failed to provide specific modelling and cost data requested under PAIA regarding the Integrated Resource Plan for Electricity 2019 (IRP 2019). This includes a lack of "explicit technology costs relied on for each technology in the IRP 2019 and the sources for these costs" and records of "emissions abatement technology costs considered and incorporated into the IRP 2019".
• The CER disputes the DMRE's assertion that certain assumptions and data are available in the published IRP 2019 or draft IRP 2018, stating that "These assumptions are not included in the IRP 2019 or draft IRP 2018". Specifically, the CER notes that the EPRI report referenced by the DMRE as a source for technology costs "does not appear to be available or accessible for the IRP 2019".
• The CER identifies gaps in the environmental data provided by the DMRE, noting that while the DMRE referenced Annexure B for greenhouse gas emissions, that document "only considers carbon dioxide (CO2) emissions" and makes "No reference is made to other greenhouse gas emissions".
• The CER argues that the modelling outputs provided in Annexure C are insufficient because they contain "numerical values only" and do not include capacity factors, making it "impossible to determine how the final total annual energy values, water use and CO2 emissions were calculated".
