PRIORITY AREAS: MANAGEMENT OF MULTI-STAKEHOLDER REFERENCE GROUP MEETINGS AND IMPLEMENTATION TASK TEAM MEETINGS

A letter from the Centre for Environmental Rights to the South African Department of Environmental Affairs requesting urgent improvements to the management of Multi-Stakeholder Reference Group (MSRG) and Implementation Task Team (ITT) meetings for designated air quality priority areas.

• The Centre for Environmental Rights and its clients, including various community-based organisations, report that poor administrative management of MSRG and ITT meetings is hindering the implementation of Air Quality Management Plans (AQMPs). Specific issues include late distribution of agendas, lack of advance access to presentations and documents, and delayed or disordered minutes.
• The Centre proposes a strict timeline for meeting administration: draft agendas should be circulated 30 days in advance, final agendas and documents 7 days before the meeting, and draft minutes and presentations within 7 days after the meeting.
• The Centre requests that meeting agendas include standing items for progress reports against AQMP objectives and all applications, amendments, renewals, variations, and appeals regarding Atmospheric Emission Licences (AELs) within the priority area.
• There are significant barriers to participation in the Waterberg Bojanala Priority Area, where residents report that meetings are often held in towns up to 200 kilometers away, making them inaccessible.
• The Centre calls for the creation of a central, user-friendly online repository on the Department's website for all Priority Area documents, including AQMPs, reports, and AELs, noting that the existing SAAQIS website is not updated regularly and is not user-friendly.
