The Department of Water and Sanitation of the Republic of South Africa declined a Water Use Licence Application submitted by Anchor Energy LNG (Pty) Ltd for the Nseleni Independent Floating Power Plant (NIFPP) and associated infrastructure at the Port of Richards Bay, KwaZulu-Natal. The application was rejected because the applicant failed to provide adequate mitigation measures for several identified potential impacts on water resources.

• The Department of Water and Sanitation declined the Water Use Licence Application for the Nseleni Independent Floating Power Plant (NIFPP) due to "Inadequate Mitigation Measures Proposed for the Potential Identified Impacts".
• The Department identified a lack of proposed mitigation measures for several specific environmental impacts, including those related to Metals & PAH in Water & Sediment, Whole Effluent Toxicity, Phyto- & Zoo-plankton, Macrobenthos, Nematode, Microphytobenthos, Macrocrustacea, Ichthyofauna, and Water Quality, Granulometry & Organic Content.
• In response to the Department's request for missing mitigation measures, the applicant's specialists stated that there were "no known additional mitigation measures that would materially lower the significance of the predicted impacts" and suggested relying on monitoring during construction and operation to determine if additional measures become necessary.
• The applicant may lodge an appeal against the decision with the Water Tribunal within 30 days, as provided under Section 148 (1) (f) of the National Water Act, 1998.
