This document is a draft written reply from the South African Minister of Water and Environmental Affairs to a National Assembly question (No. 1578) posed by Mr J H van der Merwe (IFP) regarding water shortages in the Dukuduku and St Lucia areas of KwaZulu-Natal.

• Water supply to the Dukuduku and St Lucia areas is provided by the Mtubatuba/Kwamsane Water Treatment Works, which abstracts water from the Mfolozi River. Because the river is not regulated by a storage dam at the point of abstraction, supply fluctuates based on monthly river availability, making it impossible to determine a standard average monthly supply. For example, the average supply in June is approximately 56% of normal.
• The region has faced regular water restrictions and severe winter shortages due to drought. Specifically, KwaZulu-Natal has experienced the most severe prolonged drought conditions since 1996, causing the Mfolozi River's winter flow to drop below the total needs of the served area for several years.
• The uMkhanyakude District Municipality is implementing a water supply upgrade scheme for the Mtubatuba, Kwamsane, Dukuduku, and St Lucia areas. This project is co-funded by the Department of Water Affairs, the Department of Human Settlement, and the Municipal Infrastructure Grant, with improvements expected from the second half of 2011 through to completion in 2013.
• To prevent future water crises and ensure stability, the upgrade scheme includes four primary technical interventions: reducing water losses in the Kwamsane reticulation system, drilling boreholes along the Mfolozi River to supplement low winter flows, upgrading treatment and abstraction capacity, and increasing reservoir storage and pipeline sizes from Mtubatuba to the Dukuduku and St Lucia areas.
