The South African Department of Water and Environmental Affairs is conducting an Institutional Reform and Realignment process to review the number and framework of catchment management agencies (CMAs). Challenges identified in the Inkomati and Breede-Overberg agencies include insufficient technical capacity and unclear accountability. • Challenges identified from the Inkomati and Breede-Overberg catchment management agencies include an unrealistic and complicated institutional framework, ineffective water resource management caused by insufficient technical capacity, and ineffective oversight and regulation due to poorly defined roles, responsibilities, and accountability.
• There is currently no timeline for when all catchment management agencies will be fully operational. Further clarity is expected once the Institutional Reform and Realignment Process is finalised, which is estimated to take another 12 months.
• Revenue collection is not delegated to catchment management agencies (CMAs) and is instead handled by the Department.
