This document is a draft written reply from the South African Minister of Water and Environmental Affairs to a National Assembly question (Question 648) posed by Mrs S P Kopane of the Democratic Alliance (DA). The reply details the status of wastewater treatment works (WWTWs) and enforcement actions regarding the National Water Act in the Kopanong Municipality.

• Following a complaint from the Springfontein Rate Payers Association, the Department of Water and Environmental Affairs facilitated a Service Level Agreement (SLA) between Bloem Water and the Kopanong Local Municipality to transfer the management of the wastewater treatment works to Bloem Water.
• The status of various wastewater treatment works (WWTWs) in the region is as follows: Jagersfontein was completed in July 2010; Reddersburg was completed in September 2010; Trompsburg was completed and commissioned in February 2011; Edenburg was upgraded and rehabilitated in March 2010; and Springfontein was completed in April 2008.
• The Philippolis WWTW is registered as a Municipal Infrastructure Grant project with a value of R 1,758,630.00, and the Municipality has started on tender documentation and designs.
• Regarding enforcement of the National Water Act, Act 36 of 1998, pre-notices were issued to the Kopanong Municipality in March 2010 due to raw sewage overflowing from the Reddersburg and Trompsburg WWTWs. While the Municipality acknowledged the notice, it did not provide an action plan. No directives have been issued, and no criminal charges have been laid because rehabilitation work has begun at the Reddersburg and Trompsburg sites.
