This document is a draft written reply from the South African Department of Water and Environmental Affairs to a National Assembly question (No. 1407) posed by Mrs S V Kalyan (DA). The reply addresses the timeline, funding, and property acquisition processes related to the raising of the Clanwilliam Dam and its impact on the Nooitgedacht Nature Reserve.

• The raising of the Clanwilliam Dam is scheduled to begin site establishment in April 2012, with a target completion date of May 2016, contingent upon the availability of funding.
• The total cost of the Clanwilliam Dam project is estimated at R1.6 billion. The Departmental budget has allocated R333.2 million for the three financial years from 2011/12 to 2013/14, with R9.6 million specifically allocated for 2011/12. Additional funding is required for the project and for a conveyance system to distribute water to resource-poor farmers, the cost of which is to be determined via a joint study with the Western Cape Department of Agriculture.
• Property values for the Nooitgedacht Nature Reserve affected by the project have not yet been determined because the high flood line must first be finalised, which depends on the preliminary design of the dam wall and spillway. Once the spillway design and high flood level are finalised, an appointed independent professional valuator will determine compensation after discussions with landowners.
• The Department has communicated with affected landowners, including a meeting held in Clanwilliam following the receipt of the Record of Decision in 2009. Further engagement is planned once more information regarding property acquisition becomes available.
