This document is a draft reply from the Minister of Water and Environmental Affairs to a National Assembly question (No. 2110) regarding the outcomes, funding, and income of the Hartbeespoort Dam Remediation Programme.

• The Hartbeespoort Dam Remediation Programme has achieved several environmental and social outcomes since 2008, including the employment of 70 permanent labourers and the removal of 98 tons of fish. The programme has removed over 37,600 m³ of hyacinths, 16,000 m³ of algae, and more than 1,270 m³ of litter and debris. Additionally, over 5,200m² of shoreline and 2,500m² of Floating Wetlands were established to rehabilitate the damaged shoreline.
• The programme has implemented technical and management tools, including an online water use registration system for 21 water uses to aid compliance with the National Water Act, 1998. It has also developed Resource Quality Objectives and a Resource Management Plan, resulting in visible improvements since the second half of 2009, specifically the elimination of unpleasant smells and the reduction of excessively green water.
• Research into sediment distribution indicates that dam sediment is a resource that can be reused; while harmful to the aquatic environment due to the release of settled nutrients, it is useful for terrestrial nutrient enrichment. Initial pilot dredging of 15 t of sediments was performed at the Crocodile Inlet zone, and the first building blocks manufactured from these sediments have been completed.
• The remediation programme was not intended to be self-funding and has been funded by the Department pending the implementation of a Waste Discharge Charge System. Since its inception, the programme has generated a total income of R479,305.00, consisting of R315,000.00 from Sediment Management (Elands Platinum), R92,000.00 from the Communication Centre, and R72,305.00 from the Fisheries project.
