This document is a draft reply from the South African Department of Water and Sanitation to a National Assembly question (No. 4253) regarding the number and qualifications of 'Blue Scorpions' (Environmental Management Inspectors) within its Compliance Monitoring and Enforcement unit.

• The Department of Water and Sanitation has a total of 177 positions within its Compliance Monitoring and Enforcement unit, of which 89 posts are currently filled. These positions are distributed across the National Office in Pretoria and various Provincial Operations.
• The 177 positions are divided into specific functional areas: 42 posts in the Chief Directorate: Compliance Monitoring (National Office, Pretoria), 42 posts in the Chief Directorate: Enforcement (National Office, Pretoria), 22 posts for Compliance Monitoring in Provincial Operations, 14 posts for Enforcement in Provincial Operations, and 57 posts performing dual functions of Compliance and Enforcement within Provincial Operations.
• Despite the terminology used in the parliamentary question, the Department states that no officials have been designated as Environmental Management Inspectors (EMIs), also known as 'Blue Scorpions', under the National Environmental Management Act (NEMA). Instead, officials utilize section 124 of the National Water Act to carry out their mandates.
