Request to Eskom for information in relation the Thabametsi and Khanyisa power stations

The Centre for Environmental Rights (CER) submitted a formal request to Eskom on 12 October 2018 for documentation regarding the Thabametsi and Khanyisa coal-fired power station projects under the Coal Baseload Independent Power Producers Procurement Programme.

• The Centre for Environmental Rights requested specific documentation from Eskom concerning the Thabametsi power station project (proposed by Thabametsi Power Company (Pty) Ltd) and the Khanyisa power station project (proposed by ACWA Power Khanyisa Thermal Power Station RF (Pty) Ltd), both of which were preferred bidders in the first bid window of the Coal Baseload Independent Power Producers Procurement Programme.
• The information request specifically seeks the Government Support Framework Agreement (GSFA) entered into by the Ministers of Finance, Energy and Public Enterprises in November 2012, including any schedules related to the coal IPPs and all subsequent GSFAs.
• The request includes a demand for the Power Purchase Agreements (PPAs) or proposed PPAs for the coal IPPs, as well as any written objections Eskom may have raised regarding these agreements.
