Minister Molewa’s Budget Speech 2012 for DEA: Job creation, biodiversity management, climate change and integrated permitting

Minister Edna Molewa's 2011 budget speech for the Department of Environmental Affairs (DEA) outlines priorities for biodiversity management, climate change mitigation, the transition to a green economy, and job creation through environmental programs in South Africa.

• South Africa is among the world's top 20 greenhouse gas emitters and, along with Nigeria, is the largest emitter on the African continent. The country has committed to reducing carbon emissions by 34% by 2020 and 42% by 2025, contingent on the availability of technology and finance.
• The Department of Environmental Affairs is developing a Climate Change Response Policy and a Climate Change White Paper to facilitate a transition to a low-carbon economy and a climate-resilient society.
• Significant environmental degradation is occurring in South Africa, with over 50% of wetland ecosystems destroyed and more than 80% of river systems threatened.
• The government is utilizing the Expanded Public Works Programme (EPWP) to create employment through natural resource management. For the 2011/12 financial year, the department aims to provide nearly 5 million person-days of employment, an increase from 3 million in the previous year.
• Rhino poaching has reached alarming levels, with 382 rhinos poached between April 1, 2010, and the date of the speech. Of these, 196 were poached in Kruger National Park, with 65 occurring between January and March 2011.
• The DEA is implementing an integrated permitting system to streamline Environmental Impact Assessments (EIA) and waste permitting, with plans to extend this 'one stop process' to the Department of Water Affairs.
• To support marine biodiversity and climate change research, the department is constructing a new state-of-the-art vessel, the SA Agulhas II, to replace the SA Agulhas 1.
