Methodology Note for Impacts of Continued Operations of Select Coal-Fired Power Plants and Generating Units

The methodology note describes how the Clean Air Task Force (CATF) models unit-level emissions and resulting health impacts for coal plants slated for retirement between 2025 and 2028. It details the data sources used, the cumulative nature of the map results, and the user-adjustable emission levels provided in the tool.

• The modeling uses data from the January 2026 Monthly Electric Generator Inventory (Form EIA 860M) to identify coal-fired powerplants with reported retirement dates between 2025 and 2028. For plants slated for closure in 2025, actual reported emissions from 2025 are used; for those closing between 2026 and 2028, emissions from 2024 are used as the base.
• The results are presented cumulatively across a series of maps. The final map aggregates four years of impacts for 2025 facilities, three years for 2026 facilities, two years for 2027 facilities, and one year for 2028 facilities.
