Notice of Intent Regarding Conditional Registrations under the Pest Control Products Regulations, January 19, 2016

The Canadian Association of Physicians for the Environment (CAPE) expresses qualified support for the Canadian Federal Government's decision to stop granting new conditional registrations for pesticide products as of June 1, 2016. While supporting the move to protect human health and the environment, CAPE argues that the government must also end existing conditional registrations and address broader systemic failings within the Pest Management Regulatory Agency (PMRA).

• The Canadian Association of Physicians for the Environment (CAPE) supports the Federal Government's decision to stop granting new conditional registrations for pesticide products starting June 1, 2016, as these registrations allow products to enter the market before all required scientific data is submitted, reviewed, and made public.
• According to a report by the Federal Commissioner of the Environment and Sustainable Development, 80 pesticide products currently on the market have conditional registrations, with 29 of these having been in place for over 5 years and nine for over 10 years.
• Eight of the nine pesticide products with conditional registrations lasting over 10 years are neonicotinoids, which are linked to increased bee mortality and broader ecosystem damage. Research suggests a total loss of insect pollinators could reduce global fruit supplies by 23%, vegetables by 16%, and nuts and seeds by 22%, potentially increasing annual global deaths from nutrition-related diseases by 1.42 million people.
• CAPE asserts that the government's decision is insufficient because it does not address existing conditional approvals; they demand a hard deadline for all current conditional registrations to be either withdrawn or properly approved.
• The Federal Commissioner's report highlighted several other PMRA failures, including inconsistent assessment of cumulative health effects as required by the 2006 Pest Control Products Act revisions, slow re-evaluation of pre-1995 pesticides, delays in cancelling high-risk product registrations, and a lack of transparency regarding data requests from proponents.
