Terms of Reference Development of the AFRODAD Strategic Plan (2026-2030)

This document presents the Terms of Reference (ToR) for a consultancy to develop the African Forum and Network on Debt and Development (AFRODAD) Strategic Plan for 2026-2030. The consultancy aims to review the 2021-2025 strategy and design a new framework that responds to a shifting global debt landscape, evolving development finance trends, and the operational challenges facing civil society organisations in Africa and the Global North.

• AFRODAD is a Pan-African civil society organisation founded in 1996 with a mission to influence policy change regarding development finance and debt management using a rights-based approach to support inclusive economic growth in Africa.
• The 2021-2025 Strategic Plan was developed during a period of high structural vulnerability for Africa, marked by a second wave of debt distress and a shift from concessional financing toward more volatile commercial bonds and non-Paris Club bilateral creditors such as China, Saudi Arabia, and India.
• The 2021-2025 strategy focused on four main priorities: Sustainable Sovereign Debt (including the African Borrowing Charter), Domestic Resource Mobilisation (addressing illicit financial flows and mineral governance), International Private and Public Finance, and Legal Advocacy and Analysis on Debt. It also aimed to 'Democratise the Debt Discourse' and build a Pan-African citizen movement.
• Recent global shocks, including the COVID-19 pandemic and the war in Ukraine, have increased African indebtedness, raised borrowing costs, and decreased official development assistance and concessional lending.
• The operational environment for civil society organisations has become more complex, with Global North funding becoming more results-driven and compliance-heavy, while Southern CSOs face democratic backsliding, fragile civic space, and structural inequalities in accessing global platforms.
• The consultancy for the 2026-2030 Strategic Plan will involve a 60-day engagement over four months, starting April 1, 2026, and will consist of three phases: inception and macro-situational analysis, inclusive stakeholder consultations, and drafting the framework.
