Statement of Solidarity during the 16th Annual Conference of the Southern African Development Community Organisation of Public Accounts Committees (SADCOPAC)

A statement of solidarity delivered by the African Forum and Network on Debt and Development (AFRODAD) at the 16th Annual Conference of the Southern African Development Community Organisation of Public Accounts Committees (SADCOPAC), calling for African solidarity to address debt crises and reform global economic governance.

• Africa is currently experiencing a debt crisis that exceeds the severity of the crisis from the late 1990s and early 2000s which led to the Jubilee Debt Cancellation. Nearly 50% of African countries are spending more on debt service interest payments than on investments in education and health.
• AFRODAD advocates for a complete overhaul of the Global Economic and Financial Architecture, arguing that the current international system continues to operate under a colonial and extractivist model. The organization asserts that Africa must transition from being a 'rule taker' to a 'rule maker' in global economic governance.
• The SADC Parliamentary Forum (SADC-PF) adopted a Model Public Finance Management (PFM) law in 2021 in Lilongwe, Malawi. This legislation is intended to provide options for improving parliamentary oversight of public finances, and SADCOPAC members are encouraged to engage with it at both national and regional levels.
• The Africa Group within the United Nations is leading efforts to establish a UN Framework Convention on Tax Rules and a Global Legal Framework for managing debt issues.
