Exploring Senegal-Germany Bilateral Relations

This research paper analyzes the bilateral economic relations between Senegal and Germany from 2012 to 2022, focusing on trade, foreign direct investment (FDI), and Official Development Assistance (ODA) during the presidency of Macky Sall.

• Germany's imports of Senegalese goods grew significantly between 2012 and 2022, with values tripling. Despite this growth, German imports represent less than 5% of the total EU import values of Senegalese products and only one-third of the value of imports by France.
• Senegalese exports to Germany shifted from a heavy reliance on agricultural products in 2012—where animal and vegetable fats and oils and cotton made up 61% of exports—to a decline in those sectors and a volatile but present export of industrial goods, such as electrical machinery and mechanical appliances.
• German Foreign Direct Investment (FDI) in Senegal is low compared to other regional partners and France. In 2018 and 2021, German FDI was less than 10% of French FDI (less than USD 50M compared to USD 500M). Senegal also received the lowest amount of German investment compared to Ghana and Côte d’Ivoire.
• Germany has engaged with Senegal through strategic frameworks including the Compact with Africa (CwA), which aims to mobilize private investment, and the Just Energy Transition Partnerships (JETP), which focuses on supporting the green energy transition.
• There is a significant data gap regarding bilateral economic partnerships with African countries, which hinders detailed analysis. Specifically, while Senegal's total service exports grew by 15% (from USD 10.3B to USD 11.8B) during Macky Sall's term, the lack of disaggregated data makes it impossible to determine the specific volume of service exports to Germany.
