Natural gas in Africa amid a low-carbon energy transition: a case study of Mozambique and Tanzania

A case study examining the risks associated with natural gas development in Mozambique and Tanzania within the context of a global low-carbon energy transition.

• Mozambique and Tanzania possess significant gas reserves, but their industry development has been obstructed by economic and political factors. Future climate action creates a risk that new infrastructure in these nations will become stranded due to falling gas prices and markets, reduced capital availability, and higher hurdle rates required by investors for fossil-fuel projects.
• The economic viability and resilience of LNG projects in Mozambique and Tanzania are threatened not only by export scenarios but also by domestic gas-led industrialisation. Specifically, using gas from assets that rely on high export prices for viability to fuel domestic industry would negatively impact these projects. Furthermore, using gas for industry and power is likely to remain an expensive option even if it does not conflict with exports.
