Africa after COVID-19: Resetting policy priorities for resilient growth through economic transformation

This policy brief argues that current policy approaches in African countries are insufficient for long-term development and resilience against shocks, citing the impacts of the COVID-19 pandemic and historical structural weaknesses.

• African economies have failed to sustain growth due to structural weaknesses that resurfaced during the 2007-2008 Global Financial Crisis and the end of the commodities boom in 2014-2015, indicating a lack of progress in economic transformation.
• Progress toward the Sustainable Development Goals (SDGs) adopted in September 2015 was already insufficient to meet 2030 targets before the onset of the COVID-19 pandemic.
• African countries remain heavily dependent on primary commodity production and natural resource extraction with minimal value addition, which leads to jobless growth and increased vulnerability to external shocks.
